Cowpoke Cabbage

1 head cabbage, shredded
1 cup water
1 teaspoon seasoned salt
1/4 teaspoon black pepper
2 tablespoons butter
3 Tablespoons flour
1 1/2 cups milk
1 cup grated cheese
1 cup cracker crumbs

Preheat oven to 350. Place cabbage and water in saucepan. Cook until tender. Meanwhile, melt butter in another saucepan. Mix in flour. Cook while stirring constantly, 2-3 minutes over medium heat. Add milk and cook about 5 minutes while stirring occasionally . Drain cabbage and place in casserole dish. Pour cheese, then white sauce over cabbage. Top with crumbs. Bake for 20 minutes or till cabbage is bubbling around edges.
